AFAIK XP only goes to items with mending that your are holding in either of your hands, or that you are wearing. So if it is the only thing you are holding/wearing that has mending it should repair quicker. Items in inv shouldn’t matter. And yes, I would put mending on the pickaxe. I put mending on everything that can have it, so all armour, tools etc.
