Mending IS the bypass, so for this particular tool you’re done for good, short of installing mods that deal specifically with this issue (as far as I’m aware, all mods that do also add a bunch of other stuff, too).
There is no way to remove the “too expensive” restriction without mods and, from memory, it sets in if the anvil price would exceed 39 levels. Mr Linerw’s suggestion was to just straight-up remove the RepairCost functionality from the game if that’s what you’d like to use.
