When maps are crafted (eight paper surrounding a compass) they are initially “Empty Maps” (data value 395). Holding an empty map and right clicking with it will activate it (data value 358) and draw the current terrain to a radius of 100-120 blocks.

Steps to Use a Map 1. Hold the Empty Map It is very easy to create your own map. First you will need to craft an empty map and select it in your hotbar. 2. Fill the Map To fill in the map details of your current location, you wil need to use the empty map. The game control to use the empty map depends on the version of Minecraft:
Crafting a map creates an empty map. The map is drawn for the first time when it is held and used (with use item ). This map can then be adjusted to different zoom levels. After conversion to a drawn map item, it starts to draw a top-down view of the player’s surroundings, with North pointing to the top of the map.
To initialize a map, place an empty map in your hotbar — the bottom row of your inventory — then right-click with it in your hand. The empty map will turn into a drawn map.
You can get these maps by trading with a cartographer villager for emerald… If you want to find a woodland mansion or an ocean monument use a exploration map!
Maps can be mounted within an item frame and hung on a wall. The map will expand to fill the side of the block upon which the item frame is mounted. In this way, smaller-scale maps can be arranged to create larger mosaic maps. Clicking on a map while it is mounted on the wall will rotate it by 90 degrees.
Bring up the map view. Press the right mouse button or the left trigger, or tap and hold the screen (mobile). You should see the map open. On mobile, you can also tap Create Map if you see this option at the bottom of the screen. It may take a few moments for the map to fill the first time you use it.
