The game has a gamerule called: doWeatherCycle. If you set this gamerule to true, you get normal weather. /gamerule doWeatherCycle true EDIT: I just noticed your comment about using the world handler mod. According to this webpage, you have to disable constant weather in the mod options. I suppose you know what that means.

Whereas you would left click to either toggle or enable something (like setting the time or turning rain off), right clicking the same button will permanently disable it.
