If a believer is the one whose Lord is Jesus, then an unbeliever is the one who does not have Jesus as his Lord. All of us when we were unbelievers were children of disobedience, so, we did not obey God, we did not care to do or obey the will of God because Jesus was not our Lord.

The weaker or shorter ox would walk more slowly than the taller, stronger one, causing the load to go around in circles. When oxen are unequally yoked, they cannot perform the task set before them.

It is ongoing personal choice. However, you are not locked in. You can be forgiven of your sin through the sacrifice of Jesus Christ, taking your sins (and everyone else's) upon himself. And you can be delivered from sin through the power of the Holy Spirit.
